If one quote includes individual polybags, carton labeling, inspection support, and screen charges while another excludes them, the unit prices are not comparable.

This does not mean every supplier will reveal exact cost structure, but they should be able to show what is included. If your retail team complained that the previous handle was short or the bag did not stand well, decide whether to improve the spec now rather than blindly repeat the flaw.
Approval should be written and specific. Major defects may include handle failure, open seams, wrong artwork, wrong size outside tolerance, severe print misalignment, unacceptable stains, or short shipment. Minor defects may include small loose threads, slight jute slub variation, or minor creasing within agreed limits.
Many buyers use AQL sampling as a practical inspection framework. A common starting point for consumer goods is AQL 2.5 for major defects and 4.0 for minor defects, with critical defects not accepted. Your requirement may be stricter if the order is for a major exhibition launch or if the bag carries premium pricing. The important point is to define the plan before inspection, including sample size, inspection level, defect categories, and pass/fail rules.
If the inspection fails, the PO should say what happens next. Options include factory sorting, repair, rework, replacement, discount, or reinspection before shipment.
